SUMMARY OF ANNOUNCEMENT OF A REPEATED PUBLIC INTERNATIONAL REGULAR OPEN COMPETITION

For the selection of suppliers of liquid fuels for the needs of the Services of the P.A.M.T.H. (Regional Unit of Evros) for a period of one (1) year from the signing of the contract, with a total budget of four hundred and fifty-four thousand four hundred and thirty-nine euros and ten cents (€454.439,10) excluding VAT. with the possibility of offering for part of the supply.

3. Type of contract: Supply of liquid fuels to meet the needs of the Services of the Regional Unit of Evros (Regional Unit of Evros) for a period of one (1) year from the signing of the contract.

4. Type of tender – Procedure – Award criterion

The contract will be awarded through a public international regular open tender process with the award criterion being the lowest financial offer, giving a discount of one percent (%) on the average price of the item in accordance with the terms of the announcement and applicable legislation.

5. Title and Description of the procurement.

Supply of liquid fuels for the needs of the services of the Regional Unit of Evros (Regional Unit of Evros)

6. Contract duration.

From the date of signing the contract until the completion of one (1) year.

7. Contract budget.

The budget amounts to €454.439,10, excluding VAT.

The contractor's payment will be made in accordance with the tender document.

8. Availability of tender documents

9. Time, place and language of submission of tenders.

a) The deadline for submitting tenders expires on 12/4/2013 at 14.30. Otherwise, they will not be taken into account and will be returned.

b) The place of submission of tenders is the Procurement Department of the Regional Unit of Evros, Karaoli & Dimitriou 40, P.C. 68100 Alexandroupoli.

c) Bids are submitted in two (2) copies (original and copy).

d) The language of preparation of the tenders is Greek.

10. Date, time, place of opening of bids

The opening of the bids will take place on 15/4/2013, Monday at 10.00 a.m. at the Regional Unit of Evros, Administrative and Financial Department, Karaoli & Dimitriou 40, Alexandroupoli, 4th floor, 5th Office.

11. Right to Participate.

Greek citizens, foreigners, domestic or foreign Legal Entities, Cooperatives, Suppliers' Associations that submit a joint bid with the object of employment being the trading and sale of liquid fuels are eligible to participate in the tender.

The following are not accepted into the process and are classified as inadmissible participants:

1. Those who were finally excluded from tenders for public procurement by decision of the General Secretariat of Commerce of the Ministry of Development.

2. Those who lost the right to participate in public tenders by decision of another Public Service or Public Legal Entity, Public Legal Entity or Public Sector SA because they did not fulfill their contractual obligations.

3. Any natural or legal persons abroad who have suffered sanctions corresponding to the above.

4. Associations of persons, in the event that any of the exclusion conditions of this paragraph applies to at least one of its members.

5. Any candidate who has been convicted of a final conviction for the offenses described in paragraph 5 of article 11 of the declaration

12. Alternative offers.

Alternative offers or counteroffers are not accepted.

13. Place – Method of delivery.

Delivery will be made from the supplier's facilities or service stations directly to the warehouses of the services of the PAMT (Regional Unit of Evros), with the care and expense of the supplier. Warehouses also include the cars or construction machinery of the services of the PAMT (Regional Unit of Evros) for supplies from gas stations, provided that there are no supply facilities in the recipient Services. Oil companies may indicate a service station in the cities for fuel supplies from pumps. The supplier is obliged to notify the Service carrying out the supply, the materials reception warehouse and the receiving committee, of the date on which it intends to deliver the material, at least five (5) working days in advance.

The delivery of fuel will be done in stages and according to the needs of the services.

14. Procurement implementation schedule.

The duration of the procurement is defined from the signing of the Contract until the completion of one (1) year.

15. Participation guarantees.

Each offer of those participating in the competition must be accompanied by a Participation Guarantee Letter, the amount of which must cover in EURO (€) 5% of the budgeted value for the part of the offered supply (including VAT), under penalty of exclusion.

16. Validity of offers.

The offers are valid and bind the bidders for one hundred and twenty (120) days from the date of the competition.

17. Legislative coverage of the assignment contract.

The contract will be covered by the legislative framework that regulates Public Contracts for the provision of Services and Goods.
