Regional Committee

Responsibilities:
1. The committee is responsible for:
a) The preparation of a draft budget for the region and its submission to the regional council for approval.
b) The preparation, processing, pre-audit of the report and submission of a relevant report to the regional council.
c) For the approval of expenditures and the allocation of budget appropriations, except for those that, in accordance with the provisions in force, are decided by the regional council, as well as deciding, with justification, on cases of direct assignment of the execution of works, supplies, provision of services, preparation of studies that do not fall under the provisions of Law 3316/2005 (Government Gazette 42 A), in extremely urgent cases.
d) The preparation of the terms, the drafting of the announcements, the conduct and award of all forms of auctions and competitions, as well as the formation of special committees for the conduct and evaluation by its members or specialist scientists, regional employees or public servants.
e) Studying the need to take out loans, determining their terms and submitting the relevant recommendation to the regional council.
f) recommends to the regional council the imposition of fees, rights and contributions,
g) decides on the acceptance of inheritances, bequests and donations,
h) decides on the purchase, concession of use, lease and rental of movable and immovable property
i) proposes to the regional council an annual plan for the management and development of the region's property. Monitors the implementation of this plan and informs the regional council,
k) decides on the exercise of all legal remedies and appeals,
l) The submission of appeals to the administrative authorities.
m) The settlement or termination of a lawsuit that has an object of up to an amount of forty-five thousand 45.000 euros. No settlement or termination of a lawsuit is permitted for claims for wages, allowances, compensation, representation expenses, travel expenses and generally salary benefits of any form, except for those for which the legal issue has been resolved by a decision of a supreme court.
n) The hiring of a lawyer and the revocation of his power of attorney, when a lawyer has not been hired with a fixed fee or the hired lawyer does not have the right to appear in the court to which the region is a party. The lawyer's fee in these cases is determined in accordance with the provisions of the Code on Lawyers, as in force at any time, based on a fee schedule, which is checked in terms of the normal fees and is considered by the president of the Bar Association of the seat of the region. By decision of the Bar Association, it is possible, exceptionally, to assign to a lawyer, extrajudicial or judicial handling, per case, of issues that are of particular importance for the interests of the municipality and require specialized knowledge or experience.
2. For cases k' and l' of the previous paragraph, the decision is taken after an opinion from a lawyer, the absence of which implies invalidity of the relevant decision. This regulation also applies when the regional council decides in this regard, due to exceeding the object of forty-five thousand five thousand 45.000 Euros of case l' of the previous paragraph.
3. The regional council may, for particularly serious matters, with specific justification and by an absolute majority of all its members, decide that it will exercise the responsibilities of the previous paragraphs itself. The regional council may also, with the same majority, decide to transfer to the financial committee additional responsibilities related to the responsibilities of paragraph 1 hereof.
4. The committee, by special decision, taken by an absolute majority of its members, may refer a specific matter within its competence to the regional council for decision-making, if it deems that this is required by its particular seriousness."
