SUMMARY: Approval of the opening of Cash Management Bank Accounts of the Region of Eastern Macedonia and Thrace.
In Komotini today, January 25, 2011 , Tuesday at 5:30 p.m. , in the conference room of the Regional Unit of Rodopi, in the presence of the Regional Governor Aristides Giannakides, the Deputy Regional Governors: Xanthopoulos Ioannis, Regional Governor of Drama, Nikolaou-Mavranezoulis Georgia, Regional Governor of Evros, Grana Archelaos, Regional Governor of Kavala, Karalidis Fotios, Regional Governor of Xanthi and Damianidis Pavlos, Regional Governor of Rodopi, who were legally summoned in accordance with article 167 par. 4 of Law 3852/2010, the Regional Council of Eastern Macedonia and Thrace convened in a public regular session following the 37/13-1-2011 written invitation of its President, which was served on each Regional Councilor, in accordance with article 167 par. 2 of Law 3852/2010.

They were absent even though they were legally summoned.
After a quorum was established because out of a total of 51 members, 49 members were present, the discussion of the items on the agenda began.
Introducing the first item on the agenda, the Director of Finance of the Eastern Macedonia Thrace Region brought to the attention of the members that:
With our document no. prot. 4130/20-12-2010 we requested the opening of a bank account in the name of the Region of Eastern Macedonia - Thrace. However, to date we have not received any new instructions beyond those of document no. prot. 71167/13-12-10 of the Ministry of Interior, Decentralization and E-Government.
Given that there will be a single Bank account of the Region of Eastern Macedonia - Thrace to which regular subsidies will be paid and the Regional Units will then have to be supplied with the corresponding amounts, there is a need to open corresponding Bank Accounts at the headquarters of the Regional Units.
For the above reasons and given that the bank accounts of the former Prefecture of Rodopi are held at MARFIN EGNATIA BANK S.A. which was selected after a competition, we propose the opening of a total of five (5) Bank Accounts with IBAN for the Region of Eastern Macedonia - Thrace and the Regional Units of Drama, Kavala, Xanthi and Evros temporarily at MARFIN EGNATIA BANK S.A. and then to finally select, after a competition, the Bank in which the bank accounts will be held.
Following the establishment of the Region of East Macedonia and Thrace with Law 3852/7-6-2010 and the issuance of the Organization of the Region with Presidential Decree 144/27-12-2010, the designation of persons to sign checks and transfer orders is once again required.
According to document no. prot. 2040290/2586/0094/26-6-1995 of the Ministry of Finance, with article 1 of P.D. 697/76, with document no. prot. 2/13629/0094/13-7-2005 of the Ministry of Economy and Finance, checks and transfer orders will be signed by the competent body. In particular, checks and transfer orders exceeding three thousand (3.000,00) € will be signed by a second person, designated with his deputy.
Having regard to the documents of the regional units no. prot. 189/24-1-2011 of the regional unit of Drama, no. prot. 191/24-1-11 of the regional unit of Kavala, no. prot. 1310/259/24-1-2011 of the regional unit of Xanthi and no. prot. 116/24-1-2011 of the regional unit of Evros,
We suggest:
1. For the Region of East Macedonia and Thrace (Headquarters)
a) All checks and transfer orders for the accounts of the headquarters of the Region of Eastern Macedonia and Thrace shall be signed by NIKOLAIDOU MARIA, head of the Treasury Department, and in case of her inability or absence, by ARMENTZIDES CHARI, head of the Procurement Department.
b) All checks and transfer orders of the accounts of the headquarters of the Region of Eastern Macedonia and Thrace exceeding three thousand (3.000,00) € must be signed by TSAKIRIS GEORGIO, Head of the Finance Department, and in case of his inability or absence by BANIOTIS CONSTANTINO, Head of the Budget and Accounting Management Department.
2. For the Regional Unit of Drama
a) All checks and transfer orders for the accounts of the Regional Unit of Drama must be signed by PARDALIDIS STERGIO, head of the Administrative-Finance Department, and in case of his inability or absence, by KALAITZIDES THEOLOGOS, head of the Treasury Department.
b) All checks and transfer orders for the accounts of the Regional Unit of Drama exceeding three thousand (3.000,00) € must be signed by KONSTANTINIDI HERACLES, head of the Accounting Management Department, and in case of his impediment or absence by KONSTANTINIDOU SEVASTI, employee of the Accounting Management Department.
3. For the Regional Unit of Kavala
a) All checks and transfer orders of the accounts of the Regional Unit of Kavala shall be signed by KAGKAIDES SYMEON, head of the Administrative-Finance Department and in case of his impediment or absence by KARAVASILI BARBARA, head of the Treasury Department.
b) All checks and transfer orders for the accounts of the Regional Unit of Kavala exceeding three thousand (3.000,00) € must be signed by GRANAS ARCHELAOS, Deputy Regional Governor, and in case of his impediment or absence, by KLEITSIOTIS IOANNIS, Head of the Budget and Accounting Management Department.
4. For the Regional Unit of Xanthi
a) All checks and transfer orders of the accounts of the Regional Unit of Xanthi shall be signed by KASAPI ANASTASIA, head of the Cash Service department and in case of her inability or absence by TSILINGIRI GIANNOULA, employee of the Cash Service department
b) All checks and transfer orders of the accounts of the Regional Unit of Xanthi exceeding three thousand (3.000,00) € must be signed by DERMENOUDI PANAGIOTA, Head of the Administrative-Finance Department, and in case of her inability or absence, by KOSTOPOULOU CHRYSOULA, Head of the Budget and Accounting Management Department.
5. For the Regional Unit of Evros
a) All checks and transfer orders for the accounts of the Evros Regional Unit shall be signed by GOUTZERI SIDERI, head of the Treasury Department, and in case of her inability or absence, by KOSTOUDI VAGIA.
b) All checks and transfer orders for the accounts of the Regional Unit of Evros exceeding three thousand (3.000,00) € must be signed by TZIAGOZIS ANGELIS, head of the Administrative-Finance Department, and in case of his inability or absence, by TERZOUDI VASILIO, head of the Accounting Management Department.
At this point, Mr. Athanasios Makris took the floor and supported the view that he does not agree with the opening of bank accounts at MARFIN EGNATIA BANK S.A. because it is a private bank and there is also no uniformity in the definition of accountants and he voted blank.
The Regional Council of Eastern Macedonia and Thrace, after a dialogical discussion and taking into account the provisions of article 163 of Law 3852/2010.
DECIDES BY MAJORITY
WITH 48 VOTES AND 1 WHITE
A. Approves the opening of five (5) Bank Accounts with IBAN for the Region
Eastern Macedonia Thrace with headquarters in Komotini and for the Regional Units of Drama, Kavala, Xanthi and Evros in the corresponding branches temporarily at MARFIN EGNATIA BANK S.A.
B. Defines the competent bodies that will sign checks and transfer orders in all banks as follows:
1. For the Region of East Macedonia and Thrace (Headquarters)
a) All checks and transfer orders for the accounts of the headquarters of the Region of Eastern Macedonia and Thrace shall be signed by NIKOLAIDOU MARIA, head of the Treasury Department, and in case of her inability or absence, by ARMENTZIDES CHARI, head of the Procurement Department.
b) All checks and transfer orders of the accounts of the headquarters of the Region of Eastern Macedonia and Thrace exceeding three thousand (3.000,00) € shall be signed by TSAKIRIS GEORGIO, Head of the Finance Department and in case of his impediment or absence by BANIOTIS CONSTANTINO, Head of the Budget and Accounting Management Department.

3. For the Regional Unit of Kavala
