SUMMARY: Approval of the submission of a proposal for the inclusion of the project "Expansion of the 6-place Minority Primary School of Echinos" in the priority axis "9-Sustainable development and quality of life in the PAMT" of the OP of Macedonia-Thrace 2007-2013.
In Komotini today, March 30, 2011 , Wednesday at 7:00 p.m. , in the conference room of the Regional Unit of Rodopi, in the presence of the Regional Governor Aristides Giannakides, the Deputy Regional Governors: Xanthopoulos Ioannis, Regional Governor of Drama, Nikolaos-Mavranezoulis Georgia, Regional Governor of Evros, Granas Archelaus, Regional Governor of Kavala, Karalidis Fotis, Regional Governor of Xanthi and Damianidis Pavlos, Regional Governor of Rodopi, who were legally summoned in accordance with article 167 par. 4 of Law 3852/2010, the Regional Council of Eastern Macedonia and Thrace convened in a public regular session following the 758/24-3-2011 written invitation of its President, which was served on each Regional Councilor, in accordance with article 167 par. 2 of Law 3852/2010.

The duties of the official secretary were performed by the employee of the Region of Eastern Macedonia and Thrace, Ms. Katsikoudi Eleni.
After a quorum was established because out of a total of 51 members, 48 members were present, the discussion of the items on the agenda began.
Introducing the fourth item on the agenda, the Deputy Governor of the Regional Unit of Xanthi, Mr. Karalidis Fotis, brought the following to the attention of the members of the Regional Council of the Region of Eastern Macedonia Thrace:
The project study concerns the "6-seater Minority Primary School of Echinos Extension". Specifically, it concerns the addition of a three-story building as an extension of the existing two-story building of the Minority Primary School of Echinos. The surface area of each floor being constructed is 354,92 sq m, while the surface area covered by the new building is 372,03 sq m and its total construction is 1073,76 sq m. The building consists of the ground floor - basement at the same level as the ground floor, 1st floor and 2nd floor . It is constructed with a reinforced concrete frame of class C20/25 and steel B500C and is covered by a wooden supported roof with Roman tiles.
Six (6) classrooms, a teacher's office, a principal's office, a multi-purpose gym and auxiliary spaces for the proper operation of the School are being constructed. On the 1st floor, a semi-outdoor space is being created in contact with the existing old School and fountains are being constructed in the ground floor space.
Due to the slope of the ground, two levels are created and thus the main entrance to the building is located on the 1st floor which is at the same level as the existing courtyard, while the ground floor has direct access from the low level of the courtyard which is formed appropriately.
The subject of the study is also the work being carried out to restore and shape the courtyard area.
The work related to the courtyard area is valued at unit prices, while the work related to the building being constructed is valued at a flat rate.
BACKGROUND
– For the implementation of the project, a Program Agreement was signed on 10/09/2009 between the School Buildings Organization S.A. and the New Government of Xanthi.
– The project study was approved by decision 58 / 07-06-2010 of the Prefectural Committee for General Development, Industry and Commerce of the Prefectural Department of Xanthi.
– The project competition took place on 30-3-2010.
– By decision 58 / 07-06-2010 of the Prefectural Committee for General Development, Industry and Commerce of the Prefectural Department of Xanthi, the award of the project tender to the contracting company “S. PENTOVELI & SIA E.E. with the registered office of GENIKI KATASKEVASTIKI E.E.” based in Drama, which offered an average discount of 47,71%.
– The contract was signed on 29-10-2010 for the amount of €756.739,75 (including 23% VAT) and construction work on the project has already begun.
