The duties of the official secretary were performed by the employee of the Region of Eastern Macedonia and Thrace, Ms. Katsikoudi Eleni.
After a quorum was established because out of a total of 51 members, 47 members were present, the discussion of the items on the agenda began.
Introducing the fifteenth item on the agenda, the Deputy Governor of the Regional Unit of Drama, Mr. Xanthopoulos Ioannis, brought to the attention of the members of the Regional Council of Eastern Macedonia Thrace document no. 5482/31-12-2010 of the Department of Urban Planning & Environment of Drama, which states the following:
The project under study will be located in the mountainous area north of the settlement of Panorama in the Municipality of Prosotsani and south of the settlement of Ochiro in the Municipality of Nevrokopi, on the ridge defined by the peak named "Agios Petros" and the locations "Vopata" and "Ravdi".
This specific location is not located within an area included in the Natura 2000 network.
According to the study, the wind farms that hold a license to produce electricity in the wider project area (from RAE and the Ministry of Environment, Water and Energy) are listed in the table below:

In the closest area of the park under study (at a distance of 3600m east of it), the Drama Prefectural Council gave a positive opinion for a wind farm at the "Ypsoma Rogakou" location, Graniti area of the Kato Nevrokopi municipality, for a capacity of 12 MW (6 wind turbines) of NANCO Renewables SA and for a wind farm at the "Trapezi-Kerasi" location, in the Kokkinogeia area of the Prosotsani Municipality, for a capacity of 26 MW (13 wind turbines) of the company NANCO Renewables SA.
The wind farm under study will consist of seven (7) Vestas V 52-850 type wind turbines with a power of 850 KW each, with a total installed power of 5,95 MW.
The number of blades of the wind turbine is 3, which will be made of polyester and epoxy material reinforced with fiberglass, the diameter of the impeller is 52 meters, and the height of the tower on which the wind turbine will be placed is 55 meters.
Wind turbines have a system for regulating the operation to achieve optimal performance by controlling the noise produced (depending on the speed of the impeller).
The project under study will be connected to the K.Nevrokopi substation via a medium voltage line, with a route that, according to the study, has been agreed with the competent services and is included in the study. The medium voltage line, with a total length of 10714m, will be 968m underground and 9746m overhead. The exact location of this station is located 1500m northeast of the Fortress.
GEOGRAPHICAL LOCATION OF THE PARK
The project under study will be located northwest of Prosotsani, south of the settlement of Ochiros and north of the settlement of Panorama, on the ridge defined by the peak named "Agios Petros" and the locations "Vopata" and "Ravdi".
The distance of the project from the settlement of Panorama is approximately 2 kilometers, 3,2 km from the settlement of Ochyro, 4,6 km from K.Vrontou and 6 km from the settlement of Perithori. The park will be built on a ridge whose vegetation is characterized by broad-leaved trees, shrubs and sclerophyllous species. The altitude of the area ranges from 980 meters to 1450 meters. The wind turbines will be visible further north from part of the K.Nevrokopi plain, while further south they will be visible from the northwestern part of the Drama plain, as shown in the relevant diagram in the study.
Access to the wind farm under study will be via the existing road network and a road that will be opened for access to the wind farm. Access will initially follow the national road of Drama - Kato Nevrokopi, then an existing forest road and finally a new dirt road (to be opened), with a total length of 4965,5 m and a width of 5 m.
The basic infrastructure projects required for the installation and operation of the wind farm are listed below:
– foundations of the wind turbines, in a space where a square measuring 50*50m will initially be formed. An excavation (18*18m, 2m deep) will be made for the foundation of each wind turbine. The base of each wind turbine will be concreting and the remainder will be backfilled with the excavated materials, in order to return the space to its original condition. The final occupation of the space will be the surface of the wind turbine support tower with a diameter of 4m.
– installation of a prefabricated wind farm control center of 70 sq.m.
– opening of a road within the wind farm, for access and communication to the wind turbines and opening of a road outside the wind farm for access to it (length 4965,5 meters and width 5 meters).
– Medium voltage transmission line for electricity from the wind farm to the K.Nevrokopi substation, 10714m long (968m underground, 9746m overhead), the route of which will follow the existing and under-construction road network for the most part.
– Digging cable trenches within the wind farm, through which the power and weak current cables will pass, which will then be backfilled with the excavation materials.
– Storage chambers where excess excavation materials will be deposited during the construction phase of the project
Positive opinions have been issued for the wind farm at this specific location by the competent services, which include, among others, the competent antiquities offices, the Forestry Office and the Forestry Directorate of the region, the Urban Planning Directorate and the Drama Municipal Development Authority (these positive opinions are included in the study file)
Below are tables of environmental impacts and their treatment, highlighted in the study.

Conclusions:
Wind farms belong to RES (renewable energy sources) and produce energy without fuel with significant positive consequences for both the environment and the national economy. (The cost required for their construction is amortized in the first year of operation.) It is a goal of both our country and the EU to increase the percentage of RES for energy production.
The purpose of the installation lies in de-reliance on fossil fuels and in protecting the environment due to the non- emission of exhaust gases.
This project contributes to the purity of the atmosphere and the fight against the "greenhouse" phenomenon to which our country has committed through the Kyoto Protocol.
According to the above, the positive impacts of the park's operation outweigh the negative ones.
We agree with the study's proposals for addressing the negative impacts, with the points listed above.
Mr. Trellis Christos submitted a statement - position of the People's Coalition on RES and stated that the People's Coalition votes against all studies of environmental conditions, private investments, domestic and foreign, that generally refer to energy and RES.
The Regional Council, after discussion and taking into account the provisions a) of article 283 paragraph 2 of Law 3852/2010 B) of article 5 paragraph 2 of Law 1650/86, as replaced by article 3 paragraphs 2 & 3 of Law 3010/2002.
