ANSWERS:
Balikas Andreas and Potolias X ristos.
They were absent even though they were legally summoned.
The duties of the official secretary were performed by the employee of the Region of Eastern Macedonia and Thrace, Ms. Katsikoudi Eleni.
After a quorum was established because out of a total of 51 members, 49 members were present, the discussion of the items on the agenda began.
Introducing the second item on the agenda, the Director of the Regional Directorate of Education and Training of the Ministry of Education, Mr. Kelesidis Georgios brought to the attention of the members of the Regional Council of the Region of Eastern Macedonia the following:
The Ministry of Education, Lifelong Learning and Religious Affairs, within the framework of planning the operation of primary and secondary education school units, is initiating changes from the 2011-2012 school year with the aim of qualitatively upgrading the education provided, utilizing the infrastructure for the implementation of innovative teaching methods for all students in the territory and facilitating teachers in the provision of quality educational services.
Based on the current institutional framework and in particular the provisions of articles 4 and 8 of Law 1566/1985, as well as article 11 par. 2 of Law 1966/1991 (Government Gazette 147 A), as well as the relevant Ministerial Decisions (Φ.3/897/97652/Γ1/13.10.2006, Φ.3/898/97657/Γ1 (Government Gazette 1507/13-10-2006), ΥΑ68419/Γ2/6.7.2006 (Government Gazette 984 B')) and in order to formulate and submit proposals that will represent the real needs of each region, with their geographical conditions and particularities, especially given that the building infrastructure, maintenance, operating expenses of schools and student transportation now fall under the responsibility of the new Municipalities, it is necessary to formulate the conditions for cooperation between service agents with teachers, other bodies and local authorities.
In order to formulate the proposals and create the School Charter of each Region, the following must be observed:
• The criteria for merging are the building infrastructure-facilities, as well as the possibilities for developing classrooms, a library and other auxiliary spaces and equipment in the transfer school. In any case, the regulations for the maximum number of students (up to 25 for primary and up to 30 for secondary) are respected.
In addition, the kilometer distance for the new school is estimated, taking into account the transport coverage of the area, the road network, the prevailing weather conditions and the duration of the route to reach the new school, which for difficult and inaccessible areas cannot exceed half an hour for primary schools and . of an hour for secondary schools.
The opinion of the representatives of the new Municipalities will contribute to the formation of the final proposal.
Particularly for mountainous and small island areas, where distances, transportation and weather conditions do not ensure the conditions for safe transportation of students, each case will be examined with due attention and will be included, as an exception, in the organizational structure of a small school unit, based on the specificities, always respecting pedagogical criteria, and until conditions are created with the construction of municipal works.
• School Units that merge form a single school unit without branches or Lyceum classes.
• In the event of the abolition of one or more school units, if circumstances dictate, a new school unit is established in an area where the largest number of students is concentrated.
• Primary or secondary education school units that operate in a single space as separate school units of the same level are consolidated into one school unit, in compliance with the above criteria and conditions of the above applicable institutional framework (e.g. organicity limit for primary education is a 12-place primary school).
Basic parameters that should be taken into account are:
• Correspondence between the organization and functionality of the school units in relation to the student population and the potential for development and operation of each school unit.
• The evolution of the student population over the last 5 years, the rate of increase or decrease and the expected number of students by 2013.
• The enrollment of students in the first grade of each type of school (Kindergarten, Primary, Secondary, etc.), also taking into account the attendance of siblings in corresponding schools.
The above also applies to cases of establishment, promotion or relegation of School Units.
The formulation of proposals at this stage is a crucial issue for the creation of the territory's School Charter and the administrative reorganization of education in the country's development effort.
The provisions of article 7 of Law 3848/2010 have already established the necessity of recording all operational parameters, relating to the number of departments, students, educational directions or other units of each school, within the first two months of each year in order to determine any gaps that may arise.
For this purpose, the Ministry has completed the design of the computer system, which includes fields for the registration of the analytical data of the operation of schools, whether it concerns their infrastructure, or the educational or student population, with the potential for development of other fields, in order to gather the necessary information for the documented planning of the educational policy. Among the fields included in this system are those concerning the proposals for the necessary changes of school units, in relation to the student population and the operating conditions of each school unit.
In the computerized system, separate entry fields have been designed for each form of change (establishment, promotion, etc.). For each field, a corresponding field will be completed to justify the proposal based on the pedagogical benefits for the students and for each type of school (Kindergarten, Primary School, Middle School, General High School, Vocational High School,
Vocational School).
After a dialogical discussion
The Regional Council of the Region
Eastern Macedonia Thrace
He expressed his opposition by majority to mergers or abolitions of schools in the region of Eastern Macedonia and Thrace without the consent of the local communities, the relevant municipalities and the educational community, while requesting that the relevant process proceed without any faits accomplis so that the final proposal for the region of Eastern Macedonia and Thrace can be put to the judgment of the members of the council.
This decision was given number 23/2011.
