The duties of the official secretary were performed by the employee of the Region of Eastern Macedonia and Thrace, Ms. Katsikoudi Eleni.

After a quorum was established because out of a total of 51 members, 49 members were present, the discussion of the items on the agenda began.

Introducing the nineteenth item on the agenda, the Deputy Governor of the Regional Unit of Drama, Mr. Xanthopoulos Ioannis, brought to the attention of the members of the Regional Council of Eastern Macedonia Thrace the document dated 10-5-2011 of the Department of Environment and Hydroeconomics of the Regional Unit of Drama, which states the following:

The quarry area is located in the area of the Pyrgos District, Prosotsani Municipality, Drama Prefecture, ( Bouro Rema location ), at a distance of 4300m east of the Pyrgos District.

The area in question is located at an altitude of approximately 1000 meters, has a slope of 40-50% and vegetation consisting mainly of holly and generally dominated by shrubby vegetation.

The mining method that will be used according to the study will be that of open successive stages, and the arrangement of the faces will be almost parallel to the contour lines. The mining will start from the highest stages to the lowest. The stages will be created in the North and West part of the quarry area. The mining stages will be 4 in total.

The three (3) steps in the northern part of the quarry

Step Altitude (m)
Tier 1 1028
Tier 2 1022
Tier 3 1016

And one (1) step in the western part of the quarry

Step Altitude (m)
Tier 1 1002

The squares will be created in the northern part of the quarry at an altitude of 1016 meters, and in the western part of the quarry at an altitude of 1002 meters.

The waste rock produced will be deposited forming terraces adapted to the natural relief in the northern and western parts of the quarry area. A large part of the waste rock will occupy part of the final square in the central part of the area. The waste rock terraces, which are of a maximum height of 10m each, between altitudes of 1000 and 1016m.

Thus, in the end, 4 exploitation levels will have been created, the squares at an altitude of 1016m and 1002m and the waste rock deposit levels in the northern and western parts of the quarry.

Access from the main network to the quarry site will be via an existing road with good passability, which passes northwest of the quarry, where it is used by neighboring quarries.

The quarry's operating life is estimated to be approximately 15 years.

The restoration will be carried out in 3 phases, as shown in the relevant diagram included in the study. These phases are described in the table below.

Phase

Time interval

Section to be restored

1rd phase

will begin at the end of the 5th year*

the highest level of exploitation (altitudes 1028-1034m) and the lowest levels of barren land (altitudes 1006-1000m)

2rd phase

will begin at the end of the 10th year*

3 lower exploitation levels (altitudes 1002-1008m) in the western part and 1016-1022 in the northern part, and the highest barren levels (altitudes 1006-1016m)

3rd phase

will begin at the end of the 15th year*

Quarry exploitation areas along with the waste rock step above it at an altitude of 1002 and 1016m

*from the approval of environmental conditions

During the restoration, the steps and the exploitation square will be covered with sterile materials 100cm high and then with soil material 30cm thick, while the sterile steps and the slopes of the sterile areas will be covered with soil material 30cm thick, on which the following plantings will then be carried out:

  • black pine on the floor of the exploitation stages
  • black pine and esparto in the exploitation square and in the sterile steps
  • sow on the slopes of the barren lands.

As for the competent services, they have not submitted a negative opinion for the exploitation of the area in question, according to the document of the Directorate of Technical Control, Department of Technical Infrastructure & Natural Resources of the Region of East Macedonia and Thrace, which is attached.

Our service has no objection to the restoration method proposed by the study.

However, we must emphasize the following points:

NOTES-OBSERVATIONS

  • A green protection zone must be created immediately around the quarry area.
  • The height of the exploitation levels should not exceed 8 meters in any caseWhile Their width during the mining stage must be at least 12 meters, while after mining it must not be less than 6 meters.
  • For the disposal of sterile items, care must be taken so that they are contained within the licensed area.
  • The slope of the final slope should not be more than 60%.
  • The waste disposal must be done in such a way as not to affect streams existing in the area.
  • Under no circumstances should there be any discharge or leakage of oils, mineral oils, petroleum products or other polluting substances on the quarry floor and the rest of its area. The above must be collected by the interested party and given to their management bodies or companies.
  • It is considered necessary to prohibit the use of explosives during mining, given that the area borders the boundaries of the area included in the Natura 2000 network, with code GR1140004 "Peaks of Mount Falakro".
  • During restoration, the necessary amount of waste and soil material, at least 0,5m thick, must be deposited on the floor of the steps under restoration, to enable the planting of black pine and sphagnum. Soil material, 0.5m thick, must also be deposited in the waste deposit area for subsequent planting.
  • Regarding the access road that will possibly be paved, it must also be restored.
  • The restoration of the quarry must be carried out in parallel with the exploitation, starting immediately in each area that becomes permanent and in such a way that the visual pollution created by the quarry is as small as possible, both during exploitation and after its end.
  • The rehabilitation schedule must be followed closely. Not all restoration work should be done after the end of exploitation.

The Regional Council, after discussion and taking into account the provisions a) of article 283 paragraph 2 of Law 3852/2010 B) of article 5 paragraph 2 of Law 1650/86, as replaced by article 3 paragraphs 2 & 3 of Law 3010/2002.
