ANSWERS:
Marangou Georgia, member

The duties of the official secretary were performed by the employee of the Region of Eastern Macedonia and Thrace, Ms. Katsikoudi Eleni.
After a quorum was established because out of a total of 51 members, 50 members were present, the discussion of the items on the agenda began.
Introducing the twelfth item on the agenda, the Deputy Governor of the Regional Council of Drama, Mr. Xanthopoulos Ioannis, brought to the attention of the members of the Regional Council of Eastern Macedonia Thrace, the document dated 14-3-2011 of the Department of Environment & Hydrology of the Regional Council of Drama, which states the following:
The quarry area is located in the area of the Pyrgos Municipality, Prosotsani Municipality, Drama Prefecture, (Vrachia location), at a distance of 2,600m northwest of the Pyrgos Municipality.
The quarry in question operates under an exploitation license from the Northern Greece Mining and Metallurgy Authority, with license number 113/19-01-2007, while the environmental conditions approved by the Eastern Macedonia Thrace Region have license number 2366/479/18-06-2004.
The area in question is located at an altitude of approximately 1250 meters, has a slope of 20 - 55% and vegetation consisting mainly of holly.
According to the study, this is an existing exploitation, in which to date 3 exploitation levels have been created at an altitude of 1258m and 1252m. in the northeastern part of the quarry and at 1240m. in the central part of the quarry, and 4 waste deposit levels in the northern and southeastern part of the quarry.
The exploitation method that will be used subsequently, according to the study, is that of open successive stages, and the arrangement of the fronts will be almost parallel to the contour lines. The exploitation
will continue from the highest levels to the lowest. Mining operations will continue in the existing levels and 5 new ones will be created in the northeastern and southwestern parts of the quarry.

Step in the northeast section Altitude (m)
Tier 1 1246
Tier 2 1240
Step in southwestern part Altitude (m)
Tier 1 1258
Tier 2 1252
Tier 3 1246

The square will be created in the central part of the area, at an altitude of 1240 meters.
The produced waste rock will be deposited forming terraces adapted to the natural relief, in the northern part of the quarry area at an altitude of 1240m. and in the southern part of the quarry area at an altitude of 1240m. to 1180m. as shown in the relevant drawings.
Thus, in the end, 8 exploitation levels will have been created, the square at an altitude of 1240m and the waste rock deposit levels in the northern and southern parts of the quarry.
Access from the main network to the quarry site will be via an existing road with good passability, which passes northwest of the quarry, where it is used by neighboring quarries.
The quarry's operating life is estimated to be approximately 15,3 years.

The restoration will be carried out in 3 phases, as shown in the relevant diagram included in the study. These phases are described in the table below.

Phase Time interval Section to be restored
1i
phase
will start at the end
of the 5th year*
2 higher exploitation levels (altitudes 1258-1252m) and the lowest barren levels (altitudes from 1210-1180m)
2i
phase
will start at the end
of the 10th year*
2 lower levels of exploitation (altitudes 1246-1240m) and the highest levels of barren land (altitudes 1240-1220m)
3i
phase
will start at the end
of the 15th year*
Quarry exploitation square along with the waste rock level at 1240

*from the approval of environmental conditions

During the restoration, the steps and the exploitation square will be covered with sterile materials and then with 30cm thick soil material, while the sterile steps and the slopes of the sterile areas will be covered with 30cm thick soil material, on which the plantings will then take place:

  • black pine on the floor of the exploitation stages
  • black pine and esparto in the exploitation square and in the sterile steps
  • sow on the slopes of the barren lands.

Our service has no objection to the restoration method proposed by the study.

However, we must emphasize the following points:

NOTES – OBSERVATIONS
  • A green protection zone must be created immediately around the quarry area.
  • The height of the exploitation steps must under no circumstances exceed 8 meters, while their width during the mining stage must be at least 12 meters, and after mining it must not be less than 6 meters.
  • For the disposal of sterile items, care must be taken so that they are contained within the licensed area.
  • The slope of the final slope should not be more than 60%.
  • The waste disposal must be done in such a way as not to affect streams existing in the area.
  • Under no circumstances should there be any discharge or leakage of oils, mineral oils, petroleum products or other polluting substances on the quarry floor and the rest of its area. The above must be collected by the interested party and given to their management bodies or companies.
  • During restoration, the necessary amount of waste and soil material of at least 0,5m thickness must be deposited on the floor of the steps under restoration, in order to enable the planting of black pine, pseudoacacia and sphagnum. Soil material of 0.5m thickness must also be deposited in the waste deposit area for subsequent planting.
  • Regarding the access road that will possibly be paved, it must also be restored.
  • The restoration of the quarry must be carried out in parallel with the exploitation, starting immediately in each area that becomes permanent and in such a way that the visual pollution created by the quarry is as small as possible, both during exploitation and after its end.
  • The restoration schedule must be followed closely. Not all restoration work should be done after the end of exploitation.

The Regional Council, after discussion and taking into account the provisions of a) article 283, paragraph 2, of Law 3852/2010, and b) article 5, paragraph 2, of Law 1650/86, as replaced by article 3, paragraphs 2 & 3, of Law 3010/2002.
